States that seem to lose out on jobs due to their positions being upgraded by technology or simply obsolete in today's cognitive culture. In result of that, why not establish new jobs that help provide 'clean' energy to rural towns as well as environmental and economical reasons? Big corporations will NOT allow it. if we have investors willing to step up and want to make a change for the better man; they can invest in a private company not controlled by the government to not only provide jobs to those who lost them but provide training along the way for them to acquire new skills. The new market will need people to keep its routine maintenance up and as they continue learning in the field, they'll have opportunities to advance themselves while at the same time creating clean energy for the rural areas to run on. As time proceeds, it'll grow and larger cities will want to get in on it. But since we've provided a stable ground in rural areas, they will won't feel as if they will be losing out or forgotten, in fact they can even provide training. (more jobs!)
